Disclaimer requirement

The rules say that users must accept the CDC disclaimer (IN ALL CAPS!) before they use the app. If our app displays links to the CDC web site, rather than pulling the content into our app, do we still need to force the disclaimer? Our concern is that forcing acceptance of a disclaimer before the user has experienced the app will dramatically increase abandonment rates, which will hinder limit the CDCs goal of exposing this content to more people.
Could we either:
Display the disclaimer at the bottom of each page, or
Display links and lures to content on the CDC web site, where the CDC can manage disclaimers.

    It is best if the language is included in your submission directly.
