About submission

Hey,

Today we got e-mail which tells that our application was rejected for:
9.4: Video streaming content over a cellular network longer than 10 minutes must use HTTP Live Streaming and include a baseline 64 kbps audio-only HTTP Live stream

My question: Will be OK to submit app which is not in the market? And to add this application next week, when application will be in the market?

    Hi Ramunas,
    Judges will need to be able to have access to full capabilities of the submission at the time of the submission.  Submissions can not be augmented after the submission date.
